Following the instruction of the President of Ukraine and the decision of the State Commission on TEB and the National Assembly, the Cabinet of Ministers decided to restrict passenger traffic in the territory of Ukraine in order to prevent the spread of coronavirus infection.
The decree introduced a ban on rail, air and bus intercity and interregional passenger transportation, as well as the operation of subways.
The document, in particular, is prohibited from March 18 to April 3:
on the whole territory of our country regular and irregular carriage of passengers by motor transport in suburban, long distance interregional and interregional communication;
transportation of more than 10 passengers at the same time in trams, trolleybuses and road transport, in buses that perform regular passenger transportation on city routes.
In addition, transportation of passengers by subway in Kiev, Kharkiv and Dnipro is prohibited from March 17 to April 3.
From March 18, 2020, until a separate decision is taken, passenger transportation by rail is prohibited in all types of domestic connections (suburban, urban, regional and long distance).
In this case, JSC "Ukrzaliznytsya" is allowed to operate separate passenger flights in the internal railway connection, the decisions on which are made in each individual case in agreement with the Ministry of Infrastructure and the Ministry of Health, or the international railway connection in agreement with the Ministry of Infrastructure, the Ministry of Foreign Affairs and the State Border Service.
Also, since March 17, all mass (cultural, entertainment, sports, social, religious, advertising and other) events involving more than 10 people are prohibited in Ukraine. Only measures necessary to ensure the work of state and local self-government bodies are allowed.
Since March 17, catering establishments (restaurants, cafes), shopping and entertainment centers, other entertainment establishments, fitness centers, cultural establishments must suspend their work. It is allowed to provide catering services with the use of targeted delivery of the order, provided that the personnel are provided with personal protective equipment.
Trade in food, fuels, hygiene products, medicines and medical products is permitted. You can also do banking and insurance activities.
The Ministry of Health has been ordered to temporarily suspend planned hospitalization and planned operations, except for urgent and urgent ones. In addition, to prepare and re-profile medical facilities for admission and treatment of infected patients in serious conditions.
The Ministry of Internal Affairs and the National Police are responsible for monitoring the implementation of this Government decree.
Authorities, businesses and organizations are advised to provide shifts for workers, and, if technically possible, work online.
